Skid Row Area Position Purpose : The RN Nurse Manager plays a
critical role in overseeing nursing operations at the Enhanced
Services Program (ESP) Interim Housing Program. This position
ensures the delivery of high-quality, patient-centered care in
compliance with regulatory standards while supporting program
leadership, nursing staff, and interdisciplinary teams in providing
comprehensive medical services to individuals experiencing
homelessness. Responsibilities include the supervision of
Registered Nurses and Licensed Vocational Nurses. The Nurse Manager
will receive guidance from the Program Director and clinical
direction and updates from the Corporate Nurse Manager (CNM). About
the Program: The Enhanced Services Program is a 50-bed program that
provides primary care, intensive case management, and supportive
services to clients who are chronically homeless, medically
fragile, and have behavioral health diagnoses. This is achieved
through a new and unique partnership with the County of Los Angeles
Department of Health Services, Housing for Health Division (H4H).
Principal Responsibilities: Conduct nursing assessments for new
admissions and oversee patient screenings. Assist medical providers
with procedures and ensure proper execution of treatment plans.
Monitor medication management processes, supporting clients in
self-administration and ensuring medication safety. Organize and
maintain medication inventory, ensuring proper disposal of expired
medications in coordination with LVNs. Ensure timely ordering and
stocking of medical supplies. Provide patient education, facilitate
specialist referrals, and coordinate hospital appointments as
necessary. Ensure adherence to HIPAA regulations in handling
protected health information (PHI). Support program leadership in
meeting all outcome measures established by the Department of
Health Services (DHS). Ensure compliance with federal, state, and
local healthcare regulations, accreditation standards, and quality
measures. Collaborate with the Operations and Quality Assurance
teams to strengthen Patient-Centered Medical Home (PCMH)
initiatives. Conduct internal and external audits, completing
corrective action plans as necessary. Oversee clinical operations,
triage processes, dispensary management, and medication ordering.
Address, document, and resolve patient complaints following
established procedures. Provide clinical guidance and support to
SJO staff, ensuring adherence to best practices in harm reduction
and trauma-informed care. Conduct new hire orientations for nursing
staff, including skills assessments. Develop, implement, and
maintain comprehensive training programs for nursing and ancillary
staff. Support the Program Director in overseeing nursing staff,
addressing performance concerns, and ensuring compliance with
agency policies. Partner with the Program Director to improve
systematic functions, enhance service delivery, and address
operational challenges. Assist in preparing reports on program
operations, clinical performance, and programmatic goals. Monitor
and report clinical compliance with safety guidelines and facility
requirements. Participate in medical updates, staff meetings, and
professional training sessions as required. Participate in JWCH’s
customer service training called AIDET on an annual basis.
Demonstrate an understanding of AIDET (Acknowledge, Introduce,
Duration, Explanation, and Thank You) to apply in patient
encounters or team discussions. Utilize the AIDET communication
framework to communicate with patients and team members in a manner
that reduces patient anxiety, increases patient compliance, and
improves clinical outcomes. Ensure adherence to JWCH policies and
DHS regulations, supporting the agency’s mission to provide
high-quality care to underserved populations. Perform other duties
as assigned. Requirements: Current RN license in the state of
California. Bachelor’s degree in nursing (BSN) preferred. Minimum
of 3–5 years of clinical nursing experience, with at least 3 years
in a supervisory or management role. Maintain current CPR
certification by American Heart Association on an annual basis
(training may be provided). Possess a minimum of four years of
experience in an ambulatory care setting. Experience working with
patients and staff from diverse socio-economic, ethnic, and
cultural backgrounds. Experience working with chronically homeless
individuals Skills : Strong leadership and team management
abilities. Knowledge of harm reduction, trauma-informed care, and
public health best practices. Proficiency in medical documentation,
reporting, and compliance management. Experience working with
underserved populations, including individuals experiencing
homelessness and those with substance use disorders. Excellent
organizational, communication, and problem-solving skills. *All
